(一) Wage & Time 工資工時
① IC swipe card timing recordsIC 卡刷卡考勤記錄。
② Paper card timing records with signatures from employees monthly.打卡鐘打卡考勤記錄,但需要員工每月在工卡上簽名確認。
③ Manual timing records with accurate starting and ending time (including overtime recording), and signedby employees daily.手工考勤記錄,但需要準確記錄員工的上下班(包括加班)的時間,并由員工每天簽名確認。
2. Notice in timecard preparing 準備工卡時注意:
① There should be no 7 consecutive working day records不能有連續7 天上班記錄。
② Total work days, total overtime hours and total overtime hours on rest days should be cle(ICTI驗廠專 家)arly stated inthe timecard for easy checking.把上班的總天數,平時加班的總時數,休息日加班的總時數清楚寫在工卡上,方便算工資和檢查。③ The total overtime hours should not exceed 36 hours per month if the factory has no Overtime Waiverfrom local labor bureau; On condition that the factory has got the document from the labor bureau, theovertime hours can reach as much as 72 hours per month (Regular 8 hours plus 2 hours of overtime fromMonday to Friday, 8 hours for Saturday and rest on Sunday).若沒有向勞動局申請延長加班的批文,則加班時間每月不能超過36 小時,若申請加班批文后,每月加班時間可以達到72 小時(周一至周五,每天正常上班8 小時,加班2 小時,周六加班8 小時,周日休息)。
④ There should be no united timing records on timecards, i.e., unvaried starting time and ending time forseveral consecutive days for the several employees.不能有統一的打卡記錄,即不能有某些員工有連續幾天的上下班時間都是一樣的。
3. Payroll 工資表It is suggested that the payroll is calculated on the basis of timerate which is easier to be carried out, whilepiece-rate pay is troublesome, especially the overtime pay of piece-rate.工資表最好是以計時工資為基礎來做,避免以計件工資來算,因為計時工資簡單容易做,而計件工資則復雜麻煩,特別是加班工資不好算。
① The payroll form can be designed in accordance with practical situations, but overtime compensationshould be separated from regular working time pay.工資表按工廠實際情況設計表格,但一定要把正常上班工資與加班工資分列出來。
② Close attention should be paid to deductions in payroll, if any. For example: each worker will bededucted RMB 100 per month as housing charge. Now supposed 8 workers share a room, then thefactory will charge every room RMB 800 per month. If the local rent of room at the same level is morethan RMB 800/month, then the deduction in this factory is reasonable; if the local rent of room at thesame level is less than RMB 800/month, then the deduction is unreasonable, and the factory has toreduce the deduction until acceptable.
工資表內若涉及扣款,則要注意所扣款數是否合理,例如:扣員工住宿費每人每月100 元,每個房間8 人,則工廠每月每個房間就收員工800 元的房租. 若同一等級的房間在當地的租金高于800元/月,則工廠的扣款是合理的; 若同一等級的房間在當地的租金低于800 元,則工廠的扣款就不合理,那么工廠就要減少扣款數至合理。
③ There should be signatures on the payroll from workers.工資表上要有員工本人簽名。
④ Date indicating wage paid should be clearly stated on the cover of payroll. Wage must be paid everymonth within 30 days. Example: Wage of July must be paid before August 30th.工資表上要有發工資日期。工廠不能壓工人工資超過30 天,例如8 月30 日前應該發完7 月份的工資。
(二) Personnel Files 員工的人事資料
4. Accession Register 入廠登記表
① Contents of accession register include but not limit t name, date of birth, address, ID number, signature,date of accession, photo, ID copy, contact phone number, resume, etc.入廠登記表應包括的內容有:姓名,出生日期,地址,身份證號碼,員工簽名,入廠日期,相片,身份證復印件,聯系電話,工作簡歷等等。
② In time renew of expired ID.若身份證的有效期已過的要及時更換。
③ Date of accession or date of form filling should not be any rest day on timecard.要注意入廠登記表上的入廠日期或填表日期不能是工卡上的休息日。
④ Make sure that all candidates used their own genuine ID cards for accession registration.要注意識別員工的身份證的真假,證件是不是其本人的。
⑤ Methods used in verifying ID cards: A. Log on Internet via http://www.lxsk.com/idcard.aspx ordownload Idcard.exe file via www.u-jian.com, input the suspicious ID number and then they will tellyou the result.分辯身份證真假的方法有:a. 資料網上復核:http://www.lxsk.com/idcard.aspx 或到www.u-jian.com 下載Idcard.exe 文件,安裝后,輸入身份證號碼即可知真偽。
5. Labor Contract 勞動合同
① Contracts should be signed immediately when employed and should be validated back within one monthfrom the local labor bureau.員工入廠后就應簽訂勞動合同,并在一個月內到勞動部門鑒證回來。
② Close attention should be paid to the signing date that must not be rest days on timecard; also, thevalidated date from local labor bureau MUST not be weekends or statutory holidays
要注意入合同上的簽訂日期不能是工卡上的休息日,勞動部門的簽證日期不能是星期六,日和法定假期.
③ Probation period in Labor Contract: No probation period for re-signed contracts; no longer than onemonth probation period for one-year-termed contract for fresh workers.合同的試用期:老員工續簽合同不應有試用期;新員工的合同期為一年的試用期不能超過一個月。
④ The minimum allowance for downtime should be in compliance with the local regulations and rules.若合同內容有關于停工待料補貼工資的問題,則補貼工資的最低標準就是按當地最低工資標準。⑤ A copy of signed and validated labor contract should be offered to signatories.合同簽訂后應該發一份副本給員工。最好還要求工人簽收確認已拿到合同副本。
6. Juvenile Employee 未成年工
① Juvenile employee refers to laborers older than 16 but younger than 18.未成年工是指已滿16 周歲但未滿18 周歲的勞動者。
② Special physical examination must be carried out for juvenile employees and the factory has to apply andregister in the local labor bureau. Kindly find the attached Juvenile Physical Examination Form andJuvenile Employee Registration Form for reference.工廠若有雇傭未成年工,則要為未成年工提供體檢并到勞動部門申請登記,請參考未成年工體檢表和登記表,另還有申請雇傭未成年工表.
③ If applicable, it is best to hire adult employees. If there are juvenile employees in the factory, it will bebetter to let them be off when audited.若可以,最好不雇傭未成年工。若有未成年工,最好不要讓他們參加驗廠。
④ If juvenile employees are allowed to present at the audit, then please re-verify their ID cards.若有未成年工參加驗廠,則要特別注意驗證他們的身份證真假和核對身份證是否是其本人。
(三) Social Insurance 社會保險
① Insurance categories include: endowment insurance, occupational injury insurance, unemploymentinsurance, hospitalization insurance and maternity insurance.保險種類有養老,工傷,醫療,失業和生育保險。
② If the facility is incapable to buy all the five insurances for all employees (i.e., insufficient insurancecategories or not all employees insured), then the factory must provide the following documents forverification:A. Proof buying insurance for employees—after tax receipt or insurance-paid receipt fromauthorized bank.B. Proved document offered by the local government saying that your factory has purchasedinsurance for employees as required. The document must clearly state that how many categories of insurances the factory has bought for how many employees and that this action has fully metthe requirements from local government.
若不能為所有員工提供以上五種保險(即缺少任何一種保險或有員工未有買保險),則要提供以下資料:
A. 為員工買保險的交費證明—完稅證/銀行交費單。
B. 當地政府部門開具的證明,證明工廠已按當地的要求為員工購買保險,證明應清楚說明為多少員工和購買了哪些險種,已符合當地政府的要求。
(四) Factory Regulations 工廠的規章制度
① If any worker violates factory regulations, no fines should be made. It is best to give oral education,warning, etc.若員工違反了工廠的規章制度,不能以罰款來處罰,最好是以口頭警告,記小過,記大過來處罰。
② No money or certificates should be required as “Deposits” by the factory.不能收取“入廠押金”,也不能扣留或抵押員工的證件。
③ Annual leave with pay is suggested to be stipulated in the factory regulations and be reflected in thepayroll. 5 days for over one-year but under five-year workers; 7 days for over five-year but underten-year workers; 10 days for over ten-year but under twenty-year workers and 14 days for overtwenty-year workers.廠規最好能提及帶薪年休假,工作滿一年未滿五年者5 天,滿五年未滿十年者7 天,滿十年未滿二十年者10 天,滿二十年以上者14 天,同時要在工資上反映出來。
(五) Ⅵ. Safety & Health 消防安全與衛生
1. Fire Drill 消防演習
① Fire drills in factory and dormitory must be carried out at least once a year, and records including wordsand photos must be kept.要保留工廠消防演習記錄,宿舍消防演習記錄,最少每年一次,記錄應包括文字記錄和相片。
② Fire training records including training time, address, subject, participants, etc, must be kept orderly.要保留消防培訓記錄,記錄應包括培訓時間,地點,培訓內容,參加人員等。
2. Fire Equipments 消防設施
① Fire equipments must be marked visible. For example: spraying red paint words of “滅火器” over thelocation placing fire extinguishers; or “消防栓” over the location placing fire hydrants.消防器材應有標識,如在滅火器或消防栓上方噴“滅火器”“消防栓”等紅色醒目大字。
② There should be verified certificates from local fire services on fire extinguishers and fire hydrants. Generally,repairing proof or original certificate can serve the function. However, special attentions must be drawn tothe period of validity that usually lasts for only one year. For hydrants, annual inspection certificates from local fire department will be required for verification in audit.滅火器和消防栓應有消防部門或具有同等資格的部門簽發的年審合格證,通常,滅火器上貼的維修合格證或出廠合格證就可以,但要注意其有效期是維 修日期或出廠日期開始一年內有效;消防栓則要有當地消防部門每年檢查的合格證明文件。
③ Hydrants must be covered by seals on which there are dates and chops from the factory.消防栓要加封條,封條寫上日期加蓋工廠公章。
④ Periodical exams must be carried out to all fire extinguishers and fire hydrants in the factory. Records ofthese exams should be kept for verification. Please refer to the attached form.滅火器和消防栓應定期檢查,并做記錄, 參考表格。
⑤ ABC type of fire extinguisher is recommended. Do not use AB or BC type of fire extinguishers only.滅火器類型應選用ABC 型,不要選用單純的AB 型或BC 型。
⑥ Portable fire extinguishers cannot be placed directly on the floor. They should be hung up by hooks, placedin shelves or case with their bottom higher than 0.15 meter and their tops lower than 1.5 meter from theground.手提式滅火器不能直接放在地上,應設置在掛鉤,拖架或滅火器箱內,其頂部離地面高度應小于1.5米,其底部離地面高度不宜小于 0.15 米。一個滅火器配置場所內的滅火器不應少于2 個,每個設置點的滅火器不宜多于5 個。
⑦ There should be a closed area with red lines painted on the floor placing fire hydrants or where fireextinguishers are hung up. The closed area must be kept visible and accessible.消防栓或懸掛滅火器的地方,應用紅色劃出一個隔離區,隔離區內嚴禁堆放物品以防阻塞消防通道。
3. Aisles, Exits & Emergency Lights 疏散通道,安全出口標志,應急燈①
①. At least 2 exits per floor for both factory buildings and dormitory. Exits should not only be equippedwith “Safety Exit” signs and emergency lights, but also be kept clear of blocks.廠房,宿舍每層安全出口的數目不應少于2 個,每個安全出口要保持暢通,應有“安全出口”標志和安裝應急燈。
② Emergency lights at every stairwell.每層樓梯間應安裝應急燈。
③ On the wall of each floor must be posted evacuation plans on which fire extinguishers, fire hydrants,evacuation directions and viewer location must be clearly marked.廠房,宿舍每層樓應有清晰的疏散路線展示圖,圖上應清楚標明安全出口,滅火器,消防栓的位置,疏散方向和看圖者所在位置。
④ Aisles must be separated from production areas by yellow painted lines, and there should be evacuationarrowheads marked on the aisles.生產車間應以黃色通道線把生產區域與通道劃分出來,通道上還應標示疏散方向箭頭。
4. Explosive-proof Lights 防爆燈Explosive-proof lights should be adopted in warehouses.倉庫照明應使用防爆燈。
5. Protective Equipments 防護裝置,防護用品
① Protective covers to conveyer belts, open gears, grinding wheels, electric saws, conveyer engines, flywheels,etc. Take sartorius as an example, there should be protective covers to its upper and lower conveyer belts.傳動帶,明齒輪,砂輪,電鋸,皮帶輪和飛輪等危險部分都要安設防護裝置。例如縫紉機車需要安裝上下皮帶保護罩。
② There should be metal gloves provided for electric scissors and electric saws operators. Refer to attachment.剪和電鋸的操作者應配戴金屬手套作保護。
③ Earplugs must be provided for employees working under the conditions of 85dB.在噪聲超過85dB 的環境下工作的人員應配戴耳塞。
④ Under any of the following circumstances, uniforms or aprons must be provided to workers. Other protectivearticles such as masks, gloves, hats, leg guards and shoe covers can be provided in consistence with actualneeds.A. During the operations there might be dangers like burn, scald or injures caused by machines;B. Under working conditions of strong radiant or low temperature;C. Under noxious, pungent, infective, and/or dusty working conditions;D. Under corrosive, damp and/or dirty working conditions在下列情況的一種,工廠應供給工人工作服或圍裙,并根據需要分別供給工作帽,口罩,手套,護腿和鞋蓋等防護用品。A. 有灼傷,燙傷或者容易發生機械外傷等危險的操作。B. 在強烈輻射熱或者低溫條件下等操作。C. 散發毒性,刺激性,感染性物質或大量粉塵的操作。D. 經常使衣服腐蝕,潮濕或者特別骯臟的操作。
⑤ Cotton masks, protective glasses and gas mask should be provided for laborers working in conditions ofhealth-harming gas, steam or dust.在有危害健康的氣體,蒸汽或者粉塵的場所操作的工人,工廠應分別供給口罩,防護眼鏡和防毒面具。
⑥ Waterproof shoes must be offered to workers standing long on floors with water or other liquids.經常站在有水或者其他液體的地面上操作的工人,工廠應供給防水鞋或防水靴等。
6. Broken Needle Records 斷針記錄
① Broken needles should be recorded in complete set. Miss of any part of broken needles will be considered aviolation of social compliance in audit.
有使用針的工廠應保留斷針記錄,要注意把整根斷針都保留并作記錄,缺少任何一部分都不行。
② Records of broken needles should be updated every day!應該每天記錄斷針情況。
7. Labels & Marks on Electric Switches 電器開關的標識
① Every individual switch must be clearly labeled indicating its functions.電器開關應標識清楚是控制什么電器的。
② Words of “有電危險” must be marked visible on electricity distribution box.配電箱應有明顯的警告標志“有電危險”。8. First Aid Kit 急救藥箱① At least one first aid kit per independent workshop or 100 workers. All kits must be kept unlocked andaccessible.每一個獨立的工作間或每100 名工人至少設一個急救箱。急救箱不能上鎖,并容易找到。
② Following leechdoms must be provided: alcohol and drugs with circles in the attached list.急救箱應常備以下藥品:酒精和清單內打圈的藥品
③ No oral medicines should be found in the first aid kit.注意急救箱內不能有口服藥品。
④ here should be a drug list and drug-using records in the first aid kit.急救箱應有一份藥品清單和用藥記錄。
⑤ There are also first aid kits宿舍也要設急救箱。
9. Toilets 衛生間
① Toilet tissues, soap or hand wash should be provided.工廠應供應衛生紙,肥皂或洗手液。
② Sufficient private room in the toilets (such a(驗廠咨詢專 家)s individual doors or separated walls)衛生間應有足夠的私人空間(如設有間隔墻和門)。
③ Toilets should be separated by genders.衛生間應分男女廁。
10. Usage & Storage of Chemicals 化學品的存放與使用
① All chemicals used and stored should be labeled.使用中或存放的化學品都應貼有標簽。
② Second containers should be provided for chemicals used or stored.使用中或存放的液體化學品都應設有第(BSCI認證專家)二容器。
③ Corresponding MSDS should be posted on walls where chemicals are used or stored.使用或存放化學品的地點都應張貼相應化學品中文的物料安全數據表(即MSDS)
